Honey bees swarm by clinging together in a big cluster of solid bees. Swarms are by definition bees that have left their hive. Swarms are often found clustering on trees or on fences. You can easily tell it’s a bee swarm and not yellow jackets because the swarm is one big cluster of bees, usually up somewhere high (honey bees almost never live underground), and there’s no nest in sight.

These are not honey bees! Yellow jackets like to build their paper-like nests underneath roofs, in bushes, or in holes underground. If you see any kind of paper nest, or if it’s in a bush or on the ground, it’s yellow jackets and not bees.
